Texas authorities are investigating the Saturday mass shooting at a Walmart store in El Paso as a possible hate crime, the city s police chief said, as authorities study an online manifesto linked to the suspect. A 21-year-old from Allen, a suburb of Dallas, surrendered to police outside the store after the rampage that left 20 people dead and 26 wounded. US media identified him as Patrick Crusius, who is white, and linked him to a "manifesto" posted online that includes passages railing against the "Hispanic invasion" of Texas. "Right now we have a manifesto from this individual that indicates to some degree he has a nexus to potential hate crime," El Paso Police Chief Greg Allen said at a news conference. Veronica Escobar, who represents El Paso in Congress, said "the manifesto narrative is fueled by hate." "And it s fueled by racism and bigotry and division," she added, speaking at a press conference with El Paso Mayor Dee Margo and Texas Governor Greg Abbott. "El Paso has historically been a very safe community. We have been safe for decades. We will continue to be safe." "This is someone who came from outside our community to do us harm. A community that has shown nothing but generosity and kindness to the least among us. Those people arriving at America s front door," she said. El Paso, a nine-hour drive from the Dallas area, lies on the Rio Grande River that marks the US border with Mexico. It has a population of 680,000, of which 83 percent are of Hispanic descent, according to US census figures. The city averaged 18 murders a year over the past five years and has a significantly lower violent crime rate than similar-sized US cities. In recent months, El Paso has also become one of the busiest entry points for undocumented migrants, especially from Central America, seeking asylum in the United States. On weekends, the city attracts droves of shoppers from Mexico, including from its Mexican sister city Ciudad Juarez, population 1.5 million. Three of those killed on Saturday came from Mexico, President Andres Manuel Lopez Obrador tweeted. And there are six Mexicans among the wounded, the country s foreign minister Marcelo Ebrard said. - AK-47 overheats - Crusius wrote that the attack "is a response to the Hispanic invasion of Texas," and made references to the Christchurch shootings in New Zealand, where a white gunman killed 51 mosque worshippers in March. Crusius claimed that he was "defending" his country "from cultural and ethnic replacement brought on by an invasion." He also complained that the AK-47 rifle that he chose was "not designed to shoot rounds quickly, so it overheats massively after about 100 shots are fired in quick succession." To counter this, he said he d wear a heat-resistant glove. Crusius wrote that he probably spent less than a month preparing for the shooting. "I have to do this before I lose my nerve," he noted. Oddly, the document includes a rant against automation and corporate America. "The inconvenient truth is that our leaders, both Democrat AND Republican, have been failing us for decades," the document read. He then describes his death as "likely inevitable." "If I m not killed by the police, then I ll probably be gunned down by one of the invaders. "Capture in this case is far worse than dying during the shooting because I ll get the death penalty anyway," he wrote. El Paso police said there was no exchange of gunfire when Crusius was detained. CNN said the "manifesto" was posted to 8chan, a no-censorship site where other extremist manifestos have appeared.

The United Nations nuclear watchdog aims to name a new leader in October following the death last month of Yukiya Amano, its director general for the past decade. The International Atomic Energy Agency said as its board of governors met in Vienna Thursday that nominations for the job should be submitted by Sept. 5 and the new director general is expected to be appointed in October. The new leader should take office by Jan. 1. Cornel Feruta, a Romanian diplomat and the IAEA s chief coordinator, is serving as the acting director general pending the naming of a permanent successor to Amano. The Japanese diplomat, who died at age 72, was extensively involved in negotiations over Iran s nuclear program and the cleanup of the 2011 Fukushima nuclear disaster in Japan.

Chinese and US negotiators held their first face-to-face talks Wednesday since agreeing to a trade war truce last month, but the short meeting in Shanghai was overshadowed by a Twitter tirade from President Donald Trump. Washington and Beijing have so far hit each other with punitive tariffs covering more than $360 billion in two-way trade in a row centred on demands for China to curb the alleged theft of American technology and provide a level playing field to US companies. US Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin shook hands and exchanged pleasantries with Vice Premier Liu He Wednesday morning. The group then went behind closed doors for around four hours in the first face-to-face negotiations since Trump agreed to a truce with his Chinese counterpart Xi Jinping in June following a breakdown a month earlier. The talks were relatively brief and the group emerged later, a little earlier than expected, for a group photo before the US trade officials left for the airport without speaking to reporters. Lighthizer and Mnuchin had arrived Tuesday and joined Chinese officials for dinner and informal discussions -- just as Trump took to Twitter to lambast what he said was a lack of willingness by Beijing to broker a fair deal. The US leader said Beijing was supposed to start buying US agricultural products but they had shown "no signs that they are doing so". "My team is negotiating with them now, but they always change the deal in the end to their benefit," Trump wrote Tuesday. "That is the problem with China, they just don t come through," he added. Trump had previously accused China of reneging on its commitments when talks broke down in May, and his tweets sent hopes of reconciliation tumbling. "Whatever shred of optimism markets had about the ongoing trade negotiations were dealt as a severe blow when President Trump flew off the handle again," said Stephen Innes, managing partner at VM Markets Singapore. A commentary in the Communist Party mouthpiece People s Daily on Wednesday complained that as the talks started, "the drums of some Americans struck again on the side, disturbing the main melody". Hundreds of Hong Kong protesters blocked train services during the morning rush hour on Tuesday, causing commuter chaos in the latest anti-government campaign to roil the former British colony. What started three months ago as rallies against an extradition bill that would have allowed people in Hong Kong to be sent to mainland China for trial, has evolved into a wider backlash against the city s government and its political masters in Beijing. Protests have occurred almost daily, sometimes with little notice, disrupting business, piling pressure on the city s beleaguered government and stretching its police force, which some have accused of using excessive force. Activists blocked train doors, playing havoc with services and forcing hundreds of people to stream out of railway stations in search of alternative transport. "We don t know how long we are going to stay here, we don t have a leader, as you can see this is a mass movement now," said Sharon, a 21-year-old masked protester who declined to give her full name. "It s not our intention to inconvenience people, but we have to make the authorities understand why we protest. We will continue with this as long as needed." Others chanted, "Liberate Hong Kong," and "Revolution of our time". Hong Kong, which returned to China in 1997, is embroiled in its worst political crisis for decades after two months of increasingly violent protests that have posed one of the gravest populist challenges to Communist Party rulers in Beijing. Inconvenient and annoying China on Monday reiterated its support for Hong Kong s embattled leader, Carrie Lam, and its police and urged Hong Kong people to oppose violence. Lam s popularity has dropped to a record low, according to a survey by the independent Public Opinion Research Institute released on Tuesday. The survey, conducted between July 17 and July 19, showed Lam scored a rating of 30.1, down from 33.4 at the beginning of the month. Her approval rate stands at 21%, while her disapproval rate is 70%. Iran s elite Revolutionary Guards published footage on Monday purportedly showing the Guards warning off a British warship during their July 19 seizure of a British-flagged oil tanker near the Strait of Hormuz. Iranian commandos seized British-flagged tanker Stena Impero in the world s most important waterway for oil shipments, two weeks after British forces captured an Iranian oil tanker near Gibraltar, accused of violating sanctions on Syria. The video, published by the semi-official Tasnim news agency, contains footage of the capture of the tanker, showing Guards abseiling onto the deck from a helicopter, with the audio recording superimposed. "You are required not to interfere in these issues," the Guards navy representative says. "This is British warship foxtrot two three six. I am in the vicinity of an internationally recognized strait with a merchant vessel in my vicinity conducting transit passage," a voice with a British accent replies. "Don t put your life in danger," the Guards navy representative says. The video also contains an exchange between the Guards and the same British warship during a stand-off in mid-July involving the British Heritage oil tanker, according to Tasnim. Three Iranian vessels attempted to block the passage of a ship, the British Heritage, through the Strait of Hormuz, but withdrew after warnings from a British warship, the British government said on July 11. Britain last week started sending a warship to accompany all British-flagged vessels through the Strait of Hormuz, a change in policy announced on Thursday after the government previously said it did not have resources to do so.

The head of Iran s Atomic Energy Organization, Ali Akbar Salehi, told lawmakers on Sunday that Iran will restart activities at the Arak heavy water nuclear reactor, the ISNA news agency reported. ISNA cited a member of parliament who attended the meeting. Heavy water can be employed in reactors to produce plutonium, a fuel used in nuclear warheads. Iran stopped complying in May with some commitments in the 2015 nuclear deal that was agreed with global powers, after the United States unilaterally withdrew from the accord in 2018 and re-introduced sanctions on Tehran. Sudan s military said on Wednesday that it has thwarted a coup attempt and arrested an unspecified number of senior officers in connection with the plot, state news agency SUNA said. The military "revealed a coup attempt involving General Hashim Abdel Mottalib Ahmed, head of the joint chiefs of staff, and a number of high-ranking officers from the armed forces and the National Intelligence and Security Service, along with leaders of the Islamic Movement and the National Congress Party", SUNA said. "They have been detained and investigations with them are going on so that they can be tried." The head of the UN s nuclear watchdog, Yukiya Amano, has died after suffering poor health for some time, the International Atomic Energy Agency said on Monday, as international tensions run high over Iran s nuclear activities. The longtime Japanese diplomat, who was 72, held the IAEA s top job since December 2009. "The secretariat of the International Atomic Energy Agency regrets to inform with deepest sadness of the passing away of Director General Yukiya Amano," the IAEA said in a statement, without saying when he died. During his tenure, Amano oversaw the signing of a landmark deal in 2015 between Iran and six major powers -- Britain, China, France, Germany, Russia and the United States -- under which the Islamic republic agreed to curb its nuclear programme in exchange for the lifting of sanctions. The USS Boxer "took defensive action" against the Iranian drone as it was "threatening the safety of the ship and the ship s crew," Trump says. President Donald Trump said Tuesday the United States is not pushing to topple Iran s leadership but is determined to stop it acquiring nuclear weapons. "We are not looking for regime change. We are not looking for that at all," Trump said during a cabinet meeting. "They can t have a nuclear weapon." Iran s judiciary confirmed Tuesday the arrest of French-Iranian academic Fariba Adelkhah, after the French foreign ministry said she had been detained and denied contact with consular staff. A magnitude 6.4 earthquake struck off Papua New Guinea on Monday, the U.S. Geological Survey said, in an area frequently struck by quakes. At least 26 people, including several foreigners, were killed and 56 injured in a suicide bomb and gun attack claimed by Al-Shabaab Jihadist Movement on a popular hotel in southern Somalia, a top regional official said Saturday. A suicide bomber rammed a vehicle loaded with explosives into the Medina hotel in the port town of Kismayo on Friday before several heavily armed gunmen forced their way inside, shooting as they went, authorities said. The siege lasted for almost 12 hours and only ended on Saturday morning after clashes with security forces. Three Kenyans, three Tanzanians, two Americans, one British and one Canadian were among the 26 people killed in the attack, president Ahmed Mohamed Islam of the semi-autonomous Jubaland region told a news conference. "There are also two wounded Chinese citizens," he added. AFP confirmed with family members that at least four of the dead had dual nationality. "The security forces are in control now and the last terrorist was shot and killed", Mohamed Abdiweli, a security official, said. "There are dead bodies and wounded people strewn inside the hotel," Abdiweli said. He said authorities believed four gunmen, who one witness described as wearing Somali police uniforms, were involved in the attack. Shabaab, the Al-Qaeda-linked group, claimed responsibility for the siege describing it as "a martyrdom attack" "There is chaos inside, I saw several dead bodies carried from the scene and people are fleeing from the nearby buildings," witness Hussein Muktar said during the assault. "The blast was very big," he added. The attack is the latest in a long line of bombing and assaults claimed by Al-Shabaab. Witnesses said among those killed were a well-known social media activist and a local journalist. "The relatives of local journalist Mohamed Sahal confirmed his death and I m getting that social media activist Hodan Naleyeh and her husband also died in the blast," witness Ahmed Farhan said. The Somali journalists union SJS confirmed the reporters deaths. "It is a very sad day for Somalian journalists," the union s secretary-general Ahmed Mumin said in a statement. According to several sources, most of those staying in the hotel were politicians and traders ahead of upcoming regional elections. "The whole building is in ruins, there are dead bodies and wounded who have been recovered from inside. The security forces have cordoned off the whole area," said witness Muna Abdirahman. Shabaab fighters have fought for more than a decade to topple the Somali government. The militant group emerged from Islamic Courts that once controlled central and southern Somalia and are variously estimated to number between 5,000 and 9,000 men. In 2010, the Shabaab declared their allegiance to Al-Qaeda. In 2011, they fled positions they once held in Mogadishu, and have since lost many strongholds. Iran welcomes France s efforts to save the 2015 nuclear deal, the Iranian Foreign Ministry spokesman said on Wednesday as French President Emmanuel Macron s top diplomatic adviser visited Tehran for talks to help ease the crisis. Iran threatened on Monday to restart deactivated centrifuges and ramp up enrichment of uranium to 20% purity in a move away from the nuclear accord. Sweden s Supreme Court blocked the extradition of a former Chinese official wanted by Beijing on suspicion of embezzlement, ruling on Tuesday that he could face persecution if sent back to China. While there was reasonable suspicion Qiao Jianjun had committed crimes in China, there was a risk he would be persecuted because of his political activity and treated in violation of the European Convention, the court ruled. "Under these conditions, extradition cannot take place," Justice Council Petter Asp said in a statement. China had asked Sweden to extradite Qiao, also known as Feng Li, on suspicion of breach of trust and fraud relating to the embezzlement of the equivalent of around 100 million Swedish crowns ($11 million). He has also been charged with money laundering and immigration fraud in the United States, which is also seeking his extradition. "Now we have a precedent, that the court has found that China s handling of the juridical system and human rights is appalling and cannot be accepted, at least not by a Swedish court," Henrik Olsson Lilja, Qiao s lawyer, told Reuters. "China can not appeal this decision. There will be no extradition from Sweden." Qiao was arrested in Sweden in June last year under the Chinese extradition request. He was released last month, then re-arrested days later under the U.S. request. The European Convention and Swedish law both bar authorities from extraditing people to countries where they would face political or religious persecution, torture or the death penalty. Lilja said the U.S. case remained open, with the United States having until August 2 to say why it wants Qiao extradited. Qiao has been residing in Sweden since 2013 and applied for asylum in March. A decision is pending.

The European Union on Sunday strongly urged Iran to stop actions that would undermine a landmark 2015 nuclear deal, saying it was in touch with other parties to the deal and may set up a joint commission to look into the issue. "We are extremely concerned at Iran s announcement that it has started uranium enrichment above the limit of 3.67%," spokeswoman Maja Kocijancic for EU foreign policy chief Federica Mogherini said in a statement. "We strongly urge Iran to stop and reverse all activities inconsistent with its commitments ... We are in contact with the other JCPoA (Joint Comprehensive Plan of Action) participants regarding the next steps under the terms of the JCPoA, including a Joint Commission," she said. The JCPoA is the deal between Iran and the six powers.

Sudan s ruling generals and protest leaders reached an agreement on the disputed issue of a new governing body Friday, in a breakthrough power sharing accord aimed at ending the country s months-long political crisis. The landmark agreement came after two days of talks following the collapse of the previous round of negotiations in May over who should lead the new ruling body -- a civilian or soldier. "The two sides agreed on establishing a sovereign council with a rotating military and civilian (presidency) for a period of three years or little more," African Union mediator Mohamed El Hacen Lebatt told reporters. Sudan has been rocked by a political crisis since the ouster of longtime ruler Omar al-Bashir in April on the back of widespread protests, with the generals who seized power resisting demonstrators demands to hand it over to a civilian administration. "We want to reassure all political forces and armed movements and all those who took part in the change... that this agreement is all inclusive and does not exclude anyone," deputy chief of the ruling military council General Mohamed Hamdan Dagalo said in a statement. Lebatt did not specify the exact make-up of the new ruling body, but prominent protest leader Ahmed al-Rabie told AFP that it would comprise of six civilians, including five from the protest movement, and five members of the military. The latest round of talks had resumed Wednesday after intense mediation by Ethiopian and African Union envoys, who had put forward a draft proposal to break the weeks-long deadlock. The blueprint proposes a three-year transition period, with the president of the new ruling body to be held by the military for the first 18 months and a civilian for the second. However, it was still unclear if both sides had signed off on the military holding the post first. Lebatt, however, said the two sides had agreed to postpone the forming of a new transitional parliament. Before talks collapsed in May the generals and protest leaders had agreed on forming a 300-member parliament, with two-third of lawmakers to be from the protest movement. Lebatt said that both sides have now also "agreed to have a detailed, transparent, national, independent investigation into all the regrettable violent incidents that the country faced in recent weeks," including the June 3 dispersal of protests. The ruling military council said it did not order the violent dispersal of the sit-in. For weeks the issue of forming the new ruling body has rocked Sudan, extending the political crisis triggered by the fall of Bashir. Prior to the start of the latest round of talks on Wednesday, Ethiopian mediator Mahmoud Drir had said that the thorny issue of the new governing body was "the sole point of disagreement" between the two parties. On Sunday, protest leaders managed to mobilise tens of thousands of supporters in the first mass protest against the generals since the dispersal of protests. On Thursday hundreds of students from several schools in three towns -- Madani, Gadaref and Sinnar -- staged spontaneous protests chanting "civilian rule, civilian rule", witnesses said.
