A president has to fulfill promises of his ministers

How may the people of Egypt, especially Christians, trust the President Abdel Fattah al-Sisi, after he broke his promise to rebuild the burned and demolished churches by the Muslim Brotherhood after the dispersal of Rabaa Adawia and Nahda sit-ins, but fulfilled his promise restore Rabaa mosque. 

The total number of burned churches reached 60 churches. Furthermore, a voluntary fund was established to collect donations from businessmen and some princes of the Gulf for the same purpose.
 
However, only 10% of the demolished churches were rebuilt in one year. Although the mosque of Rabaa was restored in less than one week. Where is the money collected for that purpose? 
It looks like Christians will continue suffering under the successive governments in Egypt. The current government that ignored building the churches is the same one that works hard to complete the new Suez Canal project in one year instead of three. This may be due to the fanatic fatwas against building churches and to satisfy the Islamists.
 
In what way the Christians may ask for a unified law for building houses of worship? President al-Sisi is just like other presidents in Egypt who couldn't issue such law in a community that considers building churches threatening to the Egyptian national security according to recent statement of Sheikh al-Azhar who added that working in the new Suez Canal project is blessed and is considered "Jihad for God's sake.
