Will the anticipated Cabinet reshuffle in Egypt,whether it is on a limited or a large scale,solve the accumulated problems of this country of 80 million?The names of the outgoing ministers or of those taking the oath are not as important as the presence of a well-established system of performance by which ministers are required to abide.Details regarding implementation and follow up may differ from one incumbent to another,but there has to be guiding outlines.Such is the flaw that has for years made accomplishments of each ministry only faintly recognised by the public
Newly appointed ministers usually demolish what their predecessors had started in order to put down new bases.Subsequent governments have approached problems of education,health, and infrastructure in a random and individual way,depending on the ability of each minister to cope with and amend irregularities within his jurisdiction.Ministers have traditionally been selected from the intelligentsia or military.The Ahmed Nazif Government,however,has relied on businessmen in the hope of finding non- conventional solutions to deep-rooted problems.But the result was not as had hopefully been expected.At the present crossroads,where there is much controversy about the eligibility of the ruling National Democratic party to continue in the scene following the parliamentary and presidential elections of 2010 and 2011,the Government has to come up with a more comprehensive vision of planning and implementation.Co-operation and,more importantly,co- ordination among various sectors should be the basis for an overall and binding work system.
